Foundever®, the next-generation service leader reinventing customer experience (CX), and the Quezon City Public Employment Service Office (PESO) have signed a Memorandum of Agreement (MOA) to launch the Quezon City Competency Enhancement and Retooling Program, bringing industry-led workforce training closer to Quezon City job seekers and supporting their path toward employment.
Under the partnership, Foundever will deliver its Learn2Employ Program, a three-day training initiative that equips participants with practical skills and industry knowledge for careers in the Customer Experience (CX) industry. The training will be conducted monthly over a one-year period, with sessions delivered by the University & Community Partnership (UCP) team of Foundever in coordination with PESO QC.
From Skills Development to Employment
Launched in 2024, Learn2Employ connects communities with career pathways through accessible, industry-led skills development. The initiative has also supported several partnerships, including the Department of Social Welfare and Development’s 4Ps program in NCR, expanding access to training for communities preparing for employment.
Through the PESO QC partnership, the goal is to help the city’s job seekers to build the skills and confidence they need to pursue employment opportunities, including careers in the CX industry.
The three-day training will cover practical areas relevant to customer service careers, including workplace communication, customer interaction and industry readiness. Participants will gain a clearer understanding of workplace expectations and the skills needed to take their next step toward employment.

Connecting Industry Expertise with Local Talent
The partnership builds on the work of the Foundever’s UCP, which connects academic institutions, government agencies, communities and aspiring professionals with skills development and opportunities for career growth.
Foundever is the first company entrusted to help implement the Quezon City Competency Enhancement and Retooling Program, bringing direct industry expertise into the city’s workforce development efforts.
As part of the rollout, PESO QC will identify and refer job seekers who can benefit from the training, while Foundever will provide the Learn2Employ curriculum and facilitators.
By connecting job seekers with industry-led training, Foundever and PESO QC are strengthening the link between professional development and employment opportunities, helping Quezon City job seekers build future-ready skills and take the next step toward career growth.
